Legal Question in Military Law in New York

Upgrade discharge

I was discharged in 1992 from overseas with a general discharge -(misconduct - failure to pay just debts) for bad checks. I did not realize I had a gambling problem until I attended Social Action meetings. I was attending Social Actions meetings and budget counseling after it was determined that I would be discharged. Those procedures included an Article 15. How can I upgrade my discharge to be able to enlist in the Reserves? Should I get a lawyer?
