Legal Question in Real Estate Law in New York

i live in low income public housing where in the landlord is the plattsburgh housing authority (pha) on wed. 8/25/2010 my apartment was struck by a third party vehicle... in wich has no relation to either party and an exterior wall was compromised......we were then informed by the pha that we needed to vacate premisis until a structural engineer could inspect for safety and that the apartment would then be secured ie. cange of locks and that if needed we could reenter with their supervision to collect items we needed.....we have been attempting to comunicate with the pha to keep updated and on 8/26/2010 after several calls to them we finnaly were informed by a maitnance man that we would still not be able to return to our home as they failed to get the engineer out to inspect and he could meet me there to collect any othe neccesitys from the premmisis....this was done after the office closed so we were unable to ask any questions as he stated he was just the maitnance man......and knew nothing further.....and there was no possibility of us finding a vacant motel or hotel room especialy with a convention in town ( all are overbooked and this development came at 4:30 pm... there for we are homeless with 2 children age 7 and 2 ....as well there has been no attempt or offer from the pha to assist...again we are of low income....i would just like to know what my rights are or at least a direction in wich to reaserch the proper answers....if some one could point me in the right direction it would be much appreciated
