the people next door built a shed half on my property,can i rip it down

Even if it was legal to just rip down half a shed, I still would not suggest you do it.
Instead, I would file a complaint with the local building department. Upon inspection - and should your claim be correct - your neighbor would receive a summons and would be directed to tear down (or move) the shed.
