Legal Question in Sexual Harassment in New York

Is this sexual harassment?
My friend (17 yrs old) told me that recently, a 15 yr old boy pulled her shirt and bra down and kissed her with out her concent. She tried to pull away from him but he was too strong for her. This happened about 3 times in one night. This boy is friends with her younger brother and he spent the night at her house. She had a male friend of hers sleep on the floor in her room because she was scared. Because this did not happen in school or at the work place, would this be consisder sexual harassment? I want to help my friend, but i need more details to ensure that she will be safe from anything like this happening again. Thank you.

This was an assault. Where were the girl's parents? The police should be informed, along with CPS (Child Protective Services).

What you are describing is more than sexual harassment; you are describing a crime.
