How come I am responsible for my husbands state and federal income tax bills? is there a way I can get my name off of this, I was not the one working but my check is now being garnished.

Probably since you filed a joint return. Doing so, you tacitly agreed to be responsible for any tax underpayment, regardless of whose income it is attributable. I suggest speaking to a knowledgeable tax accountant or attorney to see if you can file a claim as an innocent spouse.
