Legal Question in Traffic Law in New York

I recently got a speeding ticket in a construction zone at 930pm in New York on HW 287. I was behind about 8 cars all going the same speed (70mph) and the state trooper pulls me over. I was told that the construction zone is only inuse when workers are on site and cones are out. All 3 lanes were open and there wasnt any workers onsite.

What can I do to either A) get out of the ticket or B) reduce the fines?
