Does an executor of an estate have to pay all bills or only claims against the estate?

There are exceptions but generally speaking yes the executor has to pay all of the decedent's outstanding debts which would include the final bill from Verizon and American Express and Con Edison and doctor's bills and so forth. But you're allowed and obligated to ask for documentation and dispute bills which don't seem kosher.
