Executor is not doing their job

My usband and this siblings lost their Mother last September 2006. One sister was named executor and still has yet to put the house on the market, it has only just been appraised. Se is claiming to have two offers for well below the appraised cost. In NY state does the executor have to get consent among the siblings in order to sell the house, or is she obligated to sell it for fair market value. She does have some responsibility to the other siblings, correct? We live out of state.

In most cases, no the executor does not need the consent of the siblings. However, since the executor is personally liable to the siblings for any mismanagement of the estate, it's in the executor's best interest to have some level of agreement among the siblings.
