Power of Attorney and Wills

2 questions: Can a person who has received a power of attorney change another person's will to make themselves sole heir? Also, can they change the other person's life insurance beneficiary to make themselves beneficiary? The deceased had brain surgery in July and had given power of attorney in October just before he passed.
