Is it illegal for an IT worker with access to company email servers to access a supervisors email in order to prove a harassment case?

Yes, it is illegal, unless there is a court order for the information. Under Federal Law, you may not access another person's email without authorization. Your ability to access it because you are in IT does not in any way give you permission. The information needs to be subpoenaed by a court in order for it to be used in the harassment case.
