Can we invoice neighbors for using our hedges to buffer commercial vehicles and

My neighbor is a contractor for the NCDOT, Hare Pipeline. He stores huge PVC drain pipe, wrecked cars, and parks his backloader and 4-ton truck within 5 feet of our kitchen window and living room window. The Wake County Zoning Board sent a representative out to investigate. He said that the commercial equipment and storage dumping was against the ordinance and that the neighbor would be notified. That was four months ago. Nothing has been done. I notified the zoning investigator who told me that since he worked for a NCDOT contractor, allowances were made. Can I send my neighbor an invoice for our having to plant and grow huge fast-growing shrubs to hide this equipment? Or would I invoice the NCDOT and Hare Pipeline?

Probably not. However, you did not provide a lot of information about this. I question the statement that employees of NCDOT do not have to follow the ordinance.
