Legal Question in Credit and Debt Law in North Carolina

I made a purchase with Company X via my credit card. Company X is a healthcare provider. Since they have my personal information (SSN, driver license, DOB, address), they contact my credit card company directly to discuss my account regarding this transaction without my knowledge. Can they do that?

Possibly if there was some problem (like your credit card expired) I could see them contacting the credit card company to discuss payment issues but that is it.

Why else would the healthcare company be calling? Wouldn't this be a violation of HIPAA?
