Legal Question in Family Law in North Carolina

My ex husband is a from Lebanon. We have joint physical custody of our children. He has kept their passports from the last trip there and won't let me have them. I fear he may leave with them for good due to some threats he has recently made. What can I do? The passports have already been issued. I feel helpless.
