Legal Guardianship

My daughter has a 16 year old friend whose mother has kicked her out of the house. We have been keeping her at our house (with both parents written permission) for the last month. We would like to investigate legal guardianship of her and feel that we would be able to get written permission from both parents for guardianship. How do we go about obtaining guardinship in NC? Will guardianship allow us to place this girl on my health insurance?
