Third Party Child Custody

Does a third party seeking custody of a child have to try to notify the biological father if he is unknown to them? The mother is on drugs and doesn't know who the father is and the third party (not related to either) is seeking custody of the child but doesn't know the father.

A good-faith effor is generally required. However, if the father is unknown by the mother and the 3rd party. Who do you have to notify?
