Legal Question in Civil Litigation in North Carolina

Someone called saying they were a lawyer (to my husband father) gave a number and case file for him to call (my husband) This is about a credit card that was sent to us in 2001, we never used the card . He called and told them we were throwing it away. The man said my husband was being sued for the insurance on the card. If he didn't get the papers he was sending, and sign them send them back with 200.00 by Friday he would go to jail. Then by March 31 they want 529.67 . Does this sound legal? Can they do this? The card was only for 100.00 credit limited.
