Property tax

A prermissive easement has been granted by the owners of a lot to the owner of a building on that lot. The owner of the building has never paid property tax on the land or offered to help pay. The owner of the lot wants to sell. Can the owner of the lot force the owner of the building to pay for back taxes (property taxes) if the owner of the building does not want to sell the building?

I would think not unless the real estate assessment included an assessment for the fair market value of the building which the lot owner then payed without contribution from the building owner.
