on application for letters of administration aoc-e-202 do i have to name anyone else entitled to share in the decedent's estate

Yes. You have to list the heirs in item 4. If you are asking questions like this, you should either consult a probate attorney who practices in the county where the estate for the decedent will be probated or else talk to the clerk of the estates division.
