Legal Question in Credit and Debt Law in Ohio

Payments

Is it legal for a collection agency to send back payments if they feel they are not large enough? I have read the FDCPA and even looked at the FTC's website, and have not been able to find an answer. Also, I looked for case law, and found nothing on the topic.
