can a felony robbery charge in the state of Ohio be expunged? If, so, what if an individual has a misdemeanor charge in the same state from another incident, years later?

No. It is considered a crime of violence which is not expunge-able in Ohio. additionally, because you have another charge, that also precludes you from sealing the record.
