In Ohio, your son's rights to see the children are governed by whatever court order there is on that subject. If there is no court order on that subject, then he needs to go to court to seek a visitation order. Then, if the mother denies him access to the children, she will be subject to a contempt of court proceeding, the penalty for which could be fines and even jail time and possibly a shift in the custody order towards the parent more likely to facilitate the court's orders.

These sorts of proceedings can cost quite a bit in legal fees though. If your son cannot hire an attorney then he might want to contact the nearest law school in his area since many of these schools have legal clinics which can provide pro-bono representation. Further, your son's local legal aid society might also provide free assistance.
