Legal Question in Civil Litigation in Ohio

savings bonds.

My fiance bought savings bonds while he was in the army several years ago and allowed his mother to take care of them so they could grow. However, he recently he decided he wants to take care of the bonds himself. Her name is not on the bonds, she simply has possession of them, and is now refusing to return them to him. Is there any legal action he can take to get back what is rightfully his?
