Personal Access to my owm Medical Records

How do I get a copy of my personal medical records from a physician who refuses to release a copy of these records to me personally (I am 65, competent, and an academic). Requires my personal signature witnessed by the ''office firl'' and will only ''release my records to a specified physician''. There is no dread disease, no mental illness, primarily laboratory reports for past two years.

Under Ohio law, you have a statutory right (ORC �3701.74) to your medical record, unless your doctor documents a clearly stated reason that release of the record would have an adverse effect on you. There is no requirement that you sign a release in the presence of the doctor's staff, nor is there a requirement that the record only be released to another doctor. If the doctor refuses to comply, you have a statutory right to bring a civil action against the doctor to enforce your right.
