can you evict a person who lives on your land with their trailer ?

if this person has not paid rent since 1999 and has no contract.

Dear Landowner: WHYDJAWAITSOLONG??? (WHY DID YOU WAIT SO LONG?) Yes, by all means you may immediately notify this "squatter" to move ASAP, using the evicrtion procedure available in your Municipal court having jurisdiction - meaning the municipality in which your real estate is located. If no municipal court jurisdiction is available or applicable, use the County Court for procedure and filing. Serve the three-day notice, etc. according to the local rules of Court, and proceed accordingly with the First Cause and Second Cause, to recover the reasonable value of rent due you, including the cost to repair any damage caused to your property by their use (or abuse).

Importantly, consult and retain an experienced Attorney to assist you, in order to avoid any errors or inadequacies in filings and procedure which will permit these squatters to remain even longer. Good luck!
