Legal Question in Real Estate Law in Ohio

A local 501c3 wants to lease the area ballpark for the purpose of improving and redeveloping the property. I'm trying to determine if we need to advertise the property for lease as described in ORC 721.03 or if we would qualify for an exemption.

Who is "we"? From reading the statute, it looks as though the municipality needs to follow the process of publication as described.
