Rent Rising

A frind of mine is renting a home from a guy and he his moving out. I want to move in due to the price of the rent that he was charging my friend, 300.00 a month which includes utilites. Yet when I was about to meet the guy to sign the lease he stated to me that the cost of the house was 600.00 per month without utilites. Isn't that some form of discrimination? Can he raise the rent like that? I am a female with 2 children and my friend is a single male,we are both african-american

Unfortunately, it's his property, and he can set whatever rent he wishes for it. It's a little drastic but most federal rent laws do not apply to single dwelling situations.
