Sending a pre-3 day notice letter

I have a property in Cincinnati, OH with a tenant who owes past due rent. Before going through the legal process of filing a 3 day notice, I would like to send a letter to the tenant from a lawyer to try to ''scare'' the tenant into paying. Our letters and messages aren't working and I would like to try this before having to go though the court system. What is the general procedure, time frame and cost be for something like this?

No scare tactics, just deliver a proper 3 day notice at the residence. If the tenant then pays, great. If not, after 3 full days (some courts have different counting methods)you can file a complaint for possesion and back rent.
