You are required, as part of registering your vehicle and getting your driver's license, to promise to the BMV that you will maintain a minimum level of insurance coverage for your vehicle at all times. The BMV can ask you for proof of insurance at any time, including at the time of a traffic offense. If you can't show you had insurance coverage at the time of the traffic offense or for the specific time they request, even if you currently have coverage, they can suspend your license.

Bottom line: if you didn't have insurance at the time you were stopped, there isn't much you can do to avoid the suspension. You may be able to appeal, but even then it would be tough to win.
