Legal Question in Wills and Trusts in Ohio

I'm asking this question for my sister-in-law. Her husband just passed away today, he has some vehicles in his name. Will this cause some problems?

A spouse can pass 2 vehicles up to $40,000 in value to his surviving spouse outside probate. Anything in addition to that would require a probate proceeding.
