my mother recently died & there is a will naming me executor...she also may have drawn up survivorship papers namimg my brother on her apartment building as the survivor...who has to file papers

You file the will. Your brother handles the transfering of the apartment building.

Usually the Executor would manage all the paperwork, though if the apartment building is a non-probate asset then he could probably file the paperwork for that piece.

You will need to file papers with the probate court assuming you accept your appointment as executor. If your mother resided in the Columbus area contact my office for a free consultation.
