recovering back child support

How do they recover 11 years of back child support, along with ongoing support that now also needs to be modified due to increase of non-custodial parents' salary and if a granparent (non-custodial) gives money or gifts to the children or custodial parent, could this be applied toward child support (now or then) not recieved from non-custodial parent ?
