Citation for a Treaty or a Convention

Please tell me how to cite in a legal writing a treaty or a convention and which year to use (e.g. when signed, ratified, in force, in effect). You can, if you wish, use as an example the tax convention between Romania and the U.S. (1970's).

The citation form depends on how you're using it, so go down to your local public library and ask for "The Bluebook: A Uniform System of Citation (Legal Reference)"; if you don't have a library handy ANY law firm should have it. It used to be on-line free.
