Can I file a lawsuit Pro Se to preserve the statue of limitations, and then have an attorney review medical records to see if they will take the case?

A complaint can be amended. there are many things that can be done to fix any problems with a lawsuit that a non lawyer starts on their own. However, the complaint is very important and if you fail to include a claim that eventually turns out to be necessary, the court could rule that the statute of limitations with respect to that claim has run. In addition it is not always easy tp calculate what the end date of the Statute of limitations is with out the help of an attorney. If you are willing to take the time to file on your own you should find an attorney in your area and ask for their help in crafting the pro se complaint. even pay them hourly for an hour or two of their on preserving you rights.
