what does application to accelerate mean if you did not complete your community service

An application is usually associated with an order or motion to accelerate judgement or to acquire a legal action without an advanced notice or an opportunity for a hearing.
Apparently, you are in violation of an Order because you did not complete your community service or you did not followed instructions ordered by a court of law.
