Depending on your fiance's previous immigration history, he may be eligilbe for a fiance visa. He would have to wait in Mexico for the visa, and you would then have to be married in the US within 90 days of his entry, and then he would be eligible to file for his green card. Prior to filing anything with USCIS though, I urge you to speak with an attorney about the process to make sure that your fiance is eligible.

You can file fiance visa for him and get married once he comes to the US. Or you can get married in Mexico and file for green card or K3 visa for him.

You can petition him as a fiancee. Once your fiancee petition is approved, it will be sent to the consulate, where he would have to go to an interview and then would be issued the visa to come to the USA. Once he's in the USA, you must marry within 90 days. If you get married over in Mexico, you can then apply for him as a spouse. The length of time will depend on which route you decide to take.
