Army Fails to Pay Bonus

I want to know if the following is a Breach of Contract and if so what I might be able to do about it.

I enlisted in the US Army last year in April. As part of my enlistment contract I was to receive a bonus of $8,000 after successful completion of AIT. It is now nearly 6 months after I completed AIT and I have been unable to get the Army to pay. I have submitted my contract which states that I am to receive the bonus to the Finance Office, but the Army claims that I don't have the right paperwork. I have kept everything that I have been given, but I don't have the forms that they want.
