Settlement questions

My cousin wan involved in a drunk driving accident when he was 4 1/2 yrs old, and was awarded a settlement when he was 11 yrs old after suing the other party. However, sue to his instable family situation, the lawyer that handled the case for him has been in charge of the settlement as he was a minor and the courts did not want to give his parents any legal claims on the $ amount. My question is.. my cousin has h=jsut turned 18 and the lawyer has proposed him a lump sum now, plus a $ amount every month for the rest of his life. However, nobody but lawyer has seen the settlement papers, and knows exactly what it entails. What are my cousin's rights? How can he find out what the settlement was, what the lawyer who has been administrating the trust has been charging him, and how they arrived at the lump sum figure and monthly payments? Is the lawyer legally bound to give this info to my cousin? He has his first meeting with the lawyer next week, what are the questions he should ask to find out exactly qhat he is entitled to?

It is his file and he can request it at anytime. His attorney is required to turn it over.
