Legal Question in Real Estate Law in Oregon

My question has to do with "adverse possesion" in the state of Arizona. I bought land in the Tucson area about 4 1/2 years ago, had a survey done after I had bought it, we discovered the neighbor to my north side of the land was encroaching approx 7' onto my land. The neighbor at the time was going to move his fence and shed back onto his land, and off of mine, now it still is on my land and he hasnt moved anything. I've tried to contact and he doesnt return my calls.

The neighbor to my south now wants to buy my land and I want to sell it, but the encroachment is holding up moving the deal forward, what do you suggest?
