Legal Question in Administrative Law in Pennsylvania

My Son received 2 cars when he was in a relationship with his girl friend. That relationship has now ended. In that relationship his girl friend paid to have his 2 cars transferred from the previous owners name into hers instead of into his name, why I have no idea. This has caused a major problem now. In the relationship his girl friend spend some money on him and his kids plus paying for the transferr of the titles into her name. Now she will not transfer the title into his name since the relationship has ended. He told her he will pay her back for the money she spend transferring the titles and pay for the titles to be transferred into his name. she will not transfer the titles into his name. she says the cars are hers, she says she owns them because my son owes her money she spend in their relationship. The only thing he owes her for is the cost of the transfer of the titles and for a fine he had. He is laid off. Can he sue her to get them back in his name?

What are his rights? Is this woman legally with holding the transfer of the titles into his name? He has the billof sales and documents to prove the cars are his and witnesses i his behalf plus family. She knows these cars are his and not hers, she is being vindictive and also causing him mental stress.

He can sue to have the Titles transferred involuntarily. It would be a pretty tough case, though.
