Legal Question in Civil Rights Law in Pennsylvania

Damage to Vehicle

Another party caused damage to my vehicle and refuses to pay after receiving estimates from repair place. If I report it to my ins. company, my rates go up. Is this a small claims case or do I need legal representation? The person lives in another state and I'm having trouble finding the right answers regarding how to proceed.

This is not a civil rights case--wrong category.

Why would your insurance rates go up if it's the other person's fault? They will go after the other person's insurance company.

You could file a suit against them, but it will be difficult to collect against them in another state.
