Legal Question in Consumer Law in Pennsylvania

Unfinished work by Contractors

I acquired a contractor in July 2007 to complete work on my house the job was supposed to take 1 - 2 weeks tops. With deposits made on a regular basis, the contractor has stopped returning my calls and has not worked in almost 2 weeks and now is saying that he is not going to finish the job. Nothing he was commissioned for is completed. I have paid $9,280.00 of the $12,000.00 owed and he is now saying that he can not return any of my money because it went towards labor and supplies. Well supplies that were brought into my house totaled approximately $2,000.00 and he has only worked 8 days at approximately 3 hours a day over the past 33 days. What are my legal rights for getting my money back for the unfinished work so that I can have someone else complete the job I am disabled an unable to pay someone else upfront without receiving the portion of my money back that he owes me.
