To Whom It May Concern -

My father just passed away and left my Mother with a credit card bill that she had no knowledge that he had...her name is not associated with this loan.

Is she liable to pay the balance?

Your recently deceased father's estate should be primarily responsible for the payment of this debt. In the event that there are not enough assets in the estate to take care of this debt, your mother might have some responsibility for the debt if it were incurred by your father for so-called "necessaries of life" expenses for such things as medical care, housing, or the like.
