when can you disclose a delinquent utility bill to a request from the public

I don't understand your question. Utility companies don't usually disclose information to the public about consumers who are delinquent. Try giving a few more details such as whether you are the debtor or an employee of the utility company, how the information was disclosed, etc. and reposting.
