if i was in an accident, with a driver whose license is suspended do i have the right to sue the state in which he lives in. do i have a case

You really won't have a cause of action against the state, but you might have a cause of action against (1) the driver; (2) the owner of the car; or (3) whoever holds the policy on the car. Definitely give our offices a call and we can talk to you about your options.

NO.

Why would a state who suspends a person's driving privileges be culpable if that person decides to break the law?

I suppose that that suspended driver has no money and no insurance so you're looking for a deep pocket to sue.

By your logic the state should be on the hook if someone uses an illegal handgun.

Remember a government state or federal can give you anything without taking it from someone else.
