Drug Testing on House Arrest

If someone is on house arrest and on probation in Pennsylvania, can the probation officer come to the home to do a random drug test? And if so, what are the regulations implemented to make sure that person nor the officer can tamper with the urine specimen?

Most likely, yes. I'm not sure of the specific regulations but ordinarily there are safeguards in place to ensure that the specimen is not tampered with. If you are dirty in such a test, your arguments that the specimen was tampered with are not going to work so you might as well forget about them.
