simple assault 3rd degree

After a person pleads guilty of assault in 3rd degree in Pa, can the other party still sue in civil court for medical bills and such?

As far as I understand your question, the situation is that one person assaulted a victim and then admitted guilt in criminal court. Can the victim now file a civil suit against the person who hit him? The answer is absolutely yes. Such lawsuits happen all the time, and since the defendant has already admitted to guilt, then proving the case is easy. The only real issue left is damages - that is, how much money the victim gets.
