Statute of Limitation on Identity Theft Crimes

What is the statute of limitations on identity theft crimes? I had my identity stolen in 2003. The woman was caught & given probation but has been arrested 1-2 times since then. She used a PO box to receive cell phone bills that Nextel tried to collect the delinquent balence from me. I want her to be charged with mail fraud since she used a PO box to commit a crime. I should have done something sooner but I she would have learned her lesson when she was sentenced the first time!

42 Pa.C.S. section 5525 provides:

"(b) Special provisions. An action subject to section 8315 (relating to damages in actions for identity theft) must be commenced within four years of the date of the offense or four years from the date of the discovery of the identity theft by the plaintiff."
