Legal Question in Criminal Law in Pennsylvania

my step-Son is being charged with forgery of signing another persons name on a citation and giving false information to an officer. He was scared as he can not get into any legal trouble..He is in the process of becoming a resident, he was born in Mexico,has an ITIN # and has attended school here for most of his life .He is 23 years old. He was driving the car with his 2 friends in whom were intoxicated and he was not. he gave the false name because he was scared .
