policies and procedure

Are secondary schools required to give prospective and transfer students a copy of their policies and procedures,particularly those pertaining to course weighting, grading, ranking, credit, and the scale used to calculate that of a transfer student? Are they required to inform parents and students of changes.

Yes. A school's policies and procedures must be made available. I presume from your zip code that you are in either the Radnor Township School District (http://www.rtsd.org) or the Tredyffrin/Eastown School District (http://www.tesd.k12.pa.us). Both these District have their board policies, procedure and curriculum on their website. However, I surmise that the specific information you are requesting such as grades and weighting are not contained in the policies as board policies tend to be very broad. Issues concerning grades and weighting are probably handled by the Director/Supervisor of Curriculum. I presume you will be provided with the information upon request. At least I can't imagine why a District would refuse to disclose this information.
