Legal Question in Family Law in Pennsylvania

My 16 yr old cousin was sent to pa from AZ to live. She is currently staying with grandmom. The grandmom is not a suitable environment for her. My cousins mom, who still has legal custody has given me full power of attorney from AZ. I have the form. We agreed that after school of me finished she would cone to live with me. She is under the McKinley program at school. The grandmom has no legal custody and is trying to benefit off system keeping her. Can I legally take her to live with me whether the grandmom agrees or not?
